What country has the most waterfalls in the world?

or what country is most famous for its waterfalls?

Neither question is easy to answer because:

a) waterfalls quantity is hard to ascertain as there are ambiguities pertaining to what constitutes a waterfall and the dearth of hard waterfall census data.

b) the subjectivity of what makes a country the most famous for its waterfalls.

So I'll offer up my opinions:

a) In terms of waterfall quantity, you could easily argue that Norway may have the most (at least in our experience). But this country is larger than Iceland, which is significantly smaller, but in terms of waterfall density, they might be comparable (though I'm just hand-having at this point). Then again, the USA is a very large country and may have more waterfalls than both Scandinavian countries mentioned above. But waterfall density for the US is significantly less on average.

b) This is hard because I'd bet not a whole lot of people are aware of Norway having so many waterfalls so it's hard to say it's "famous" for waterfalls. On the flip side, a country (or countries) could be famous just because they have a big name waterfall. I can see Iguazu Falls and Angel Falls putting Argentina/Brazil and Venezuela, respectively, yet they have nothing on the waterfall quantity of the Scandinavian countries. So take it for what it's worth regarding a country being "famous" for its waterfalls.
